Your right the drain tubes are plugged. usually you can access them from under neath the vehicle behind the front wheels. i use a coat hanger or a small screw driver to remove the obstruction. please rate this solution.

In my 1998 Honda Accord Lx the hot air does not come out of the heater vents in the floor, the same is true for cold air in the middle vents on the dash. The side vents on the dash work fine.

most common problem is the a/c condensor tube is clogged and is under the car and needs to be cleared with compressed air. also the sunroof track has 4 drain tubes and the right front may be clogged or leaking. you can check that by pouring a cup of water down the right front drain tube in the sunroof track and see if water comes out by the right front wheel

Wierd water noise coming from shift console when excelerating

Sounds like you have a drain blocked in the vent just under the wipers, take the vent cover off and look for the drain hole, if you park it anywhere near a tree this is probably the problem. Try to create the problem by pouring lots of water down the vents and see if it sloshes around. finding the drain can be a pain.
Hope this helps
