Question about 1995 Honda Civic
Speedometer bounces up and down as the car tries to start...but it won't start. Now when it doesn't bounce the car starts. Huh???
Cmims86 - Check your engine ground from the battery to the engine to the chassis above the transmission.

I had this exact problem today, when you're about to start the car, the engine cranks yet the car wont start and the needle of speedometer bounces up and down randomly, the solution is check the wires to the self-start-dynamo, they might have gotten shorted with the wires of the meter or distributor, its just a small wire problem nothing serious.
