The fuel pump is in the fuel tank and the fuel filter should be located along the cars frame rail under driver or passenger side of the car.

Not that I know of.
Are you getting spark to the plugs when it won't start, and how long do you have to wait for it to start ?

Where is the fuel filter on a honda 1991 civic wagon?

You will find the fuel filter under the hood, center, upper firewall, mounted in the fuel line. Trace the fuel lines from the intake system if you have trouble finding it.

If you have spark but will not styart without atarting fluid the you need to replace fuel pump and fuel filter if you have spark and no fuel your car will nit start and vice versa.
