You need to check for power and signal from the wiper switch to the wiper motor.if you have both then the motor is bad if not then it could be several other things.

Either the linkage is stripped out or broke. I would look at the spindle that the blade attaches to. On the underside of it is a linkage that must have something wrong with it. Please rate my answer so I am rewarded points for it.
I have had this happen on my 98 Voyager. Just have a new key cut. This new key will sometimes cure the problem. The older keys get worn out and won't unlock the ignition. Try this before a much more expensive and time consuming change of the ignition.
