Why is the crank pulley dampered?

No, you do not want to replace the crank pulley with a solid one. The hub is also know as a Harmonic Balancer. The explosions that happen inside of your engine cause vibrations or harmonics, the balancer greatly reduces these vibrations. Without the ruber insulating ring the harmonics can cause part failure at certain frequencies.

I need to replace the crank shaft sensor

Yes. Jack the car up securely. you need to take passenger wheel off.remove caliper off . remove rotor. remove shock assembly and wheel bearing assembly slide.axleshaft out of the way.take serpinetine belt off. remove cover so you can see and access harmonic balancer.use impact to take bolt out of harmonic balancer.use wheel puller to take off harmonic balancer. Crank sensor should be right under harmonic balancer.

Find crank position sensor

The crankshaft position sensor should be located behind the vibration damper/harmonic balancer and it will have to be removed before the crankshaft position sensor can be replaced. (Let me know if you require assistance with the proceedure)

Also, it usually requires a special tool to align that sensor (available from most auto part stores) and if the sensor is not properly aligned then damage to the sensor or the tone ring can occur.

Here is an image of the crankshaft position sensor with the vibration damper/harmonic balancer removed.

Harmonic balancer wobble will it cause any more

yes besides causing a vibration while driving and possible throwing belts the balancer out of balance can cause problems with the lower end crankshaft such as seal leaks ,bearings and if breaks off or apart can cause damage to engine and body

Locate crank sensor on 1990 buick century

Hello, the crank position sensor or (CPS) censor is located directly behind the harmonic balancer (or fly wheel at the very bottom). The sensor is located on the right side of the harmonic balancer when facing the front of the motor. You must remove the harmonic balancer to replace the sensor. You must also re-align the sensor with 30 thousands of an inch tolorence, or your car may idle rough or may not start. I own a 1990 Buick Century and just replaced my CPS sensor last month. There is a trick I learned to reinstalling the new sensor. Let me know if you need that information.
