The IPM (Integrated Power Module) shows cavity #11 is the 15amp light blue fuse which powers this outlet, I would check there 1st. The module has a black cover that snaps off for inspection.
After checking for voltage with the key in the accessory position, the wiring and fuse, and also for dirt/corrosion/debris in the bottom of the socket, replacement turns out to be not too expensive and somewhat easy. Here's a how-to:
I am not sure about "fusible link", But the suggeation I can give you is to open dash or where the outlet is located and check the wires in the back of outlet with a light tester.
