Question about 1993 Oldsmobile Cutlass Supreme

1993 3.1 l Olds Cutlass Supreme runs rough, cruise sluggish, climate control diverter not functioning (stuck in windshield defrost/feet area). The running rough has been gradual since the diverter failed about a month ago. The cruise was fine, and then gradually worsened as well (cruise will start to drop out, but if you depress gas pedal, you feel it move away and cruise will pick up). Has new fuel filter/pump/strainer. Fuel rail pressure was 32-38 psi when pump was new, about 6 weeks ago.

    Runs rough has black exhaust that smells like gas and has fluid running out of exhaust. Fuel pump has been replaced.

Sounds like you have a huge vacuum leak at the engine, check under the hood for a sucking noise, I think you will find one.

sounds like a bad or loose ground wire, it would be located in the trunk near the tail light assembly, the other switch is for the cruise contro, it's what cuts the cruise when you hit the brakes.

Start by checking the fuses that's simple
than relay than bulbs
last you may have to remove the steering wheel and than replace the entire signal assembly those are pretty much all your options so start with 1 and work your way down the list

First check the fuse in the fuse box. It also sounds like you may have a wire in the column that is shorting out. you may have to replace the turn lever.
