Question about 1994 Lincoln Town Car
Yes could be the transmission range. also called neutral safety switch. if you order it tell them you need a neutral safety switch. its still called that way on 1995 models.

Your trans will not come out of park until the brake pedal is depressed and the brake light switch activated, you most likely have an issue switch or the wiring to it, 1st thing to do is see if the brake lights work, if not jumper the switch at the brake pedal and see if the lights work, if they do, and it will still not come out of park there is a problem with the release solenoid on top of the steering column, you will have to drop the column to service that solenoid, but most often the issue is with the brake light circuit, either the switch or the connector to it..
