Can the belt that runs the smog pump be bypassed

I do not think so since I believe that there is no smog pump. On mine (LX) one belt goes to the power steering (which can be removed if you want to steer without power assist) and the other goes to the water pump and alternator. When I bought my car it was this way, and I have passed several emission tests as is.

YOU HAVE TO REMOVE THE ALTERNATOR AND BRACKET AND REMOVE AC COMPRESSOR AND BRACKET AND REMOVE POWER STEERING PUMP AND BRACKET.THEN YOU SHOULD BE ABLE TO REMOVE WATER PUMP BOLTS.

Water pump removal

First go buy a Robert Bentley manual. This is the VW shop manual and it explains everything.

http://www.bentleypublishers.com/volkswagen#sub96

The water pump on that car can be tricky, especially if everything is rusty and you don't have air tools.
First, remove all the V-belts
Seconds remove the alternator, AC compressor and power steering pump. The bracket that holds the AC and alternator goes over the water pump. After that it is rather easy. Careful not to mess up the pulley or allen bolts when you remove the water pump pulley.
