There are two ground wires. One by each headlight assembly on the main crossbar. One or both may be loose. Mine had the same problem found that problem tightened ground and that fixed the problem. No more fuse light.

Why does my instrument panel fuse keep popping on my 2002 dodge neon?

You have a short in the wiring or the the panel or lights. You need to check the wiring carefully from the fuse box to the panel and the lights. You need to look for an area where the wiring might have rubbed through onto the body or another wire.Hope this helps.Good luck.

Check inside your headlight for water. This can short out the fuse.

Check engine light blinking 10 times

The pcm (powertrain control module ) is telling you it has a set code in the memory. Take the car to a parts place like (auto zone ) and have them to run a scam on the pcm for a trouble code. Once you have done that then you will be able to correct the problem. Hope this will help you.

The gauge panel on my 2005 dodge neon sxt will not light up and the odometer will not turn on no fuses are blown and power is going to the panel.

Double check the fuse. If it is good. then you got a bigger problem. Like a short in the wire or your instrument cluster.

Instrument panel

if nothing on the guage cluster is working, chances are you lost power to the whole cluster. try checking your fuses. betcha one of em is blown.
