This might sound like alot of work but it isnt, first jack the front of the motor up with a floor jack, take off the front motor mount, and then lower the engine, just enough to clear the power steering pump to where you can get a pulley puller on it, after that it should be a piece of cake.

1998 Jeep Grand Cherokee Power Steering Pump/Pulley/Belt

I see this is a two part question...
In replacing the alternator, there is no reason at all to be messing with the pulley on the power steering. That pulley is pressed on and though you could remove it with a puller it is far more difficult to re-install without the proper tools. (it is not hammered on). Power steering pulleys don't just fall off. They are so tightly pressed onto the shaft that they don't even require a retaining bolt to hold them on.
Without the benefit of being able to examine it myself, I'd have to guess that either you originally had a mis-match of pulley to pulley shaft and the pulley was sliding on the shaft (so remote a concept that you may be hit by a meteorite if you buy that) Or someone removed it for an unknown reason and did not properly re-install it.

How to replace the power steering pulley on dodge caravan 1998

There is a special puller that needs to be purchased along with a chain wrench which holds the pulley while unscrewing the hold down nut or bolt, use a length of an old leather belt wrapped around the pulley to protect the grooves in the pulley surface or the belts will be shredded after a week of use. set the puller on the inner ring on the face of pulley make sure the puller purchased is compatable with your vehicle.

Need to take off old and install a new power steering pump in my 98 durango 5.9l 4x4 and have never done it before. wondering how.

once you release the belt tension and remove the serpintine belt it's a pretty straight foward job but you will need a puller and a pulley press for the pump pulley.
good luck chris

Removing the steering pump pulley

Don't use a standard bearing puller it doesn't work and may damage the pulley. I went to a local parts store "Salvo" and they had a Ford Power Steering Pump Pulley puller. It works. It seems like you have to put as so much force into it that something would break, but no, it just starts to come off, worth all of the 17.00 I put into it.
