First check there is battery voltage to the pump and the pump starts when the ignition is switched on , if not check fuse and relay, check wiring from relay to pump. If ok and the pump is working , check for fuel blockage from the tank inlet to the pump , some have a sock type filter in the tank pick up tube, if all ok remove the fuel filter , switch on and fuel should flow at the filter, fit a new filter, if still no fuel at the rail fit a fuel pressure gauge an check for low pressure , if ok, the fuel pressure regulator may be stuck causing a air lock replace it.
The fuel pump may have died. Can you hear it turn on briefly, by turning the key to "on"? You may have to stand by the gas tank while someone turns the key to on. It should turn on for about 2 seconds and then stop, after pressurizing the fuel system. If you don't hear it, then check the fuel pump fuse. If the fuse is good, and the pump won't run, one needs to check that the fuel pump wire at the tank connector has battery voltage on it when the engine is cranking-then, you can assume the pump needs replacing. If the pump is working and you have gas up to the engine, you would next check the ignition system. Start that by checking for spark on one of the spark plug wires.
test the old one with a ground and a live wire away from fuel tank is best but need to remove to change....be sure you have good reliable power to pump...problem could be supply power especially if fuel pump works when you jumpshort it.should make a whirring sound.
Check your connections. did you run the fuel pump wiring under the drivers side door sash like GM did?.. if so check for nicks in the wire or bending or cracks.. this happens.. happened to me. check your fuel pressure. 40 dollar part at an auto store. If its below 59 PSI it wont work. And blazers are very intolerable to low fuel pressure. Also try taking the negative post off your battery for a little while and then putting it back on and if you can get it started again drive around (if its safe and running decent) for at least 30 minutes to get your car computer system acclimated to a new functioning part. Did you check the fuel filter?. rule of thumb when a pump goes change the filter its always the last thing people expect because we all jump to catastrophic engine failure at the first no start moment. lol. Make sure that all your ducks are in get my drift.. Air oxygen fuel thats the mixture you need to check all those vital parts. before pulling your head off.
Make sure that your fuel presure is up to at least 60 psi if not that could be your problem. If not, make sure you are getting spark, if not could be your Crank sensor or ingniton module ECM. Usually if your Engine control module wouldn't be bad because of your fuel pump is working, but may not be putting out the proper pressure for the fuel system. Fuel Pumps are a Problem with that year..
