With the engine off, it pretty much takes the clutch out of the equation. If it will not come out of gear with the engine off, I would look to the shifter or the transmission itself.
not sure what the problem is could you be a little more clear? It it is frozen/stuck try some (lock free) wait 5 min and apply more wait 10 min and this should free up any frozen bolts. If it is a case of leverage try using a breaker bar? hope this helps
Try testing the brake switch (it is behind the brake pedal) for 12V and continuity between wires when engaged. You can also try checking the brake light relay. It is located on the fuse block.
if you have not yet replaced the clutch master cylinder , that will be the cause of the problem
once that is replaced the pedal will come back to correct height
