I believe the filter is actually a part of the fuel pump module. You have to replace the whole thing. You can contact Saturn parts to verify this.

SOURCE: fuel filter
You have to use a special pair of pliers that have pointed tips on them to reach into the line openings & depress the the 2 green tabs while pushing inward on the line.Once you have them pressed in the line should pull back & disconnect.hope this helps

SOURCE: 2003 saturn vue 4 cyl,
HI, it's just inside the chassis under the vehicle on the driver side just in
front of the rear wheel. Its silver and about the size of a small can
of beans. It's an in line filter, takes about 1/2 to 1 hour to change
with fuel line tools. You dont have to have special tools. A pair of
needle nose pliers and a small standard screw driver will do. Park it
where you dont mind dumping about a half pint of fuel. have a rag and
oil pan to catch the fuel and it be under pressure so be careful taking
lose. use the rag to keep the spray from getting on you. then pull the
hose towards the pan and if you use a clean pan you can pour the fuel
into your mower or back in the tank just not the dirt and rust.
one other thing you should do is after you have replaced the fuel filter go out and buy a decent fuel line cleaner a good brand to buy is called Red X just make sure you buy correct type ie petrol not diesel, you can buy the fuel line cleaner from most filling stations and car spares shops, make sure you dont buy the cheapest one their go for a mid to high range ones as the cheaper ones are not up to much, then follow instructions on back of bottle, how ever it may say pour this into a full tank of fuel dont do this pour it into only half a tank of fuel doing this will ensure it cleans all the fuel lines and injectors quicker and it does it a lot better at double strength, its advised to use this product every 3 months or so as it ensures the whole system is clean and it also improves mpg, now when you buy it you may buy one that has more than one dose in it so check what it says on the back.
it will then take about 30min to start cleaning the whole system and after a couple of hours driving time you will notice the difference, it best if you follow this guide.
1 after pouring the cleaner into your tank drive normal for 15 to 20 min
1 after 20 min start driving a bit harder pulling away a bit faster and taking the revs up higher for the next 15 to 20 min
3 then drive normal again for the last 15 to 20 min.
doing this will ensure the engine a fuel system has been used under normal load and under strain doing this helps clean the whole system and should solve your problem.
let me know how you get on or if you need further assistance ok

The fuel filter should be located at the Fuel line under the car by the driver side. To safely change you need to depressurize the system.
