I had this happen in August of 2007 and had the starter replaced ($320). It seems like it happened again but it would start after I tried it a couple of times. In March of 2008 I took it into the Dealer and they checked it out and they replaced the Passlock Sensor and relearned the passlock system ($358). I had it back to the dealer in April 2008 because was doing the same thing and they said I should have the fuel filter changed and fuel injectors cleaned so I went ahead with that and haven't had any trouble since.

Yes it is the starter if you have had the battery tested and you are sure that the battery cables are in good shape, no white corrision on posts/terminals.

It sounds like you probably have a shorted battery cell. This will not only cause the repeated clicking that you described, but it will also rob power when jump-starting from another vehicle. There is probably enough power when jump starting to turn the starter over, but after the starter take the power that it needs, there is not enough power to operate the computer system....so I have no doubt that you probably are not getting any fuel. The computer has to tell the fuel pump to run. If there is no power for the computer....I think you can figure it out from here.

Replace the battery and try it again.

The solenoid is located on the starter so if the starter doesn't function then it could be a bad starter which will have to be replaced with a known good one.

But, I would try replacing or charging the battery to max. voltage to see if that makes a difference.
Sometimes, the lights and radio work, but there isn't enough charge on the battery to supply enough 'current' to the starter which takes up more current than the lights and radio combined.

Also, try to clean the battery terminals to maximize current and voltage to the starter.

I have a 1988 c1500 v8 5.7 motor....the starter engaes the flywheel but will not turn.....power to starter before turning ignition is 13.5 volts after turning the ignition drops to 3.5 lossing voltage...

Your battery voltage while cranking should not drop much past 10 volts....sounds like your battery may have gone flat. Have it charged fully and retest...if it's the same the battery is done for. You could also have someone boost you and see if you are cranking normally, or find another battery to make sure she cranks ok.
Take care.

Check, clean and tighten your battery posts, and the power connection to the starter and ground. Make certain the battery is good and charged, Perhaps you have a bad starter motor, or the engine is frozen (will not turn over). I think the ignition switch is okay, because your lights dim when you try to start. This indicates power is getting to the starter (at least some).

Starter relay clicks when you turn ignition key on

no this is either caused by a defective starter solenoid (on starter) or a defective positive battery (red) cable, both are common on this year of explorer.

Engine will not turn over or make much of a sound.

It sounds like it is probably your ignition switch. Either that or your starter selenoid.
