My clock doesn't work, occasionally it flickers on and off but on any time? Is it a fuse problem. I have looked at the diagram but cant see anything that resembles clock.

The short out could have easily blown the stereo and clock display. You will have to replace all three to get them working. The radio could have an inline fuse on it which blew but you will have to pull it out to check.

Need a 2001 mitsubishi montero fuse diagram

Well those circuits are on different fuses, and it would be unusual if you had more than one blown fuse. It does sound like a power problem since the temp gauge is grounded thru the sending unit.
If nothing on the dash works, I would check the key switch first.

The lights flicker on the dash and headlights flicker while driving

You have a loose connection in your wiring somewhere. Unfortunately, this can be time consuming to find. Start with the fuses to make sure they are all good and making good connections. If this doesn't solve your problem. Start tracing your wiring, checking all connectors to make sure that they are connected properly and not broken. If this doesn't solve your problem, you may have a wire that has broken inside of the insulation and occasionally makes contact so stuff works. This is a b*tch to track down. Start at the battery with a test light and at every connection, take the connection apart, stick the test light in the connector and wiggle the wire to make sure it has juice continually going through it. My suggestion is that if it comes to this, have someone else do it.

I cant get any of my power windows to work, and I believe it's a fuse or breaker, but I can't figure out where it would be, because my fuse map doesn't even mention the power windows.

A wiring diagram is what you need, to
trouble shoot any electrical issues

Can not work on a system, you know nothing

1999 corolla cigarette lighter does not work. Looked in the owners manual and the same fuse controls the clock. Since the clock works it can not be the fuse.

I don't have the owner's manual, but I do have the wiring diagrams for your vehicle. According to the wiring diagrams, the information that you have is not correct. The cigarette lighter circuit is protected by the "CIG" fuse in the Instrument Panel Junction Box behind the left side of the dash at the lower finish panel. It is a 15 Amp fuse. The clock circuit is protected by the "DOME" fuse in the Engine Room Junction Block on the left side of the engine compartment.

I OWN A 1998 BUICK REGAL AN THE WINDOWS AN RADIO STOPED WORKING OUT OF THE BLUE, I BELIEVE THERE IS A SHORT BECASUE OCCASIONALLY THE WINDOWS AN RADIO WOULD STOP WORKING AN THEN WORK AGAIN, WE HAVE CHECKED...

I am going to explain something rather weird and some people will even say what's the difference. In your case it would be all thwe difference in the world. A "short" in a car will cause fuses to blow. An intermittent open in a car will cause things to operate only when they gt power. You have an open. There are more things wrong with the car you just haven't noticed them. The accessory position on your key feeds several spots on your fuse panel and in some cases is even split to feed multiple spots on the fuse panel. Take a piece of wire and run it from your battery positive to your radion fuse on the radio side. Pull the radion fuse, turn on the key, and check which side of the fuse socket has power. The one that doesn't is the radio side. Pu the wire there. radio should start working now. Cut this wire. The next time your radio dies, tie this wire together to see if the radio comes back on. Start there.

Turn signals quite workin

first, check your fuses on the blinkers.
1. open up the fuse console located either under the steering column, under the hood in a rectangular plastic box, on the passenger floorspace wall or the driver's floorspace wall.
2.look at the fuse diagram and there should be a fuse category for your turn signals. switch the fuse with a new fuse or a like fuse that you know works (check the voltage;5,10,15,20,25,30).
3.try the signal.
-if that doesn't work it's most likely the bulbs.
if THAT doesn't work then you need a multimeter voltage detector and/or one of those wire tracers to locate the short in the wiring.
