Question about 1999 Jeep Cherokee
Try removing the the bulbs from the left tail light and cleaning sockets and bulb bases (or replace them).
It sounds like a contact problem which may be exacerbated by having the tail light on when the brake light attempts to light.
There are probably also quick disconnects plugged onto the light fixtures that might be corroded but those are not as easy to clean.
