There are several things this can be;
Fuel pump or the filter
Fuel injectors ,plugged or not being controlled by the computer
Ignition System or no power to the ignition system
Timing belt jumped
Plugged Cataluyic Converter not allowing the engine to "breathe" diagnostic testing must be done to determine which of these is the cause and why.
But do not just change parts based on a friends previous experience there can be two identical cars same symptoms and two totally different problems.

Why is the car not starting? its a 98 Ford Taurus SE the key turns and the power is on but it wont turn over, and the fusebox under the hood seems oddly loose.

Engine will not start if it does not turn over. Check your battery, and the connections to the battery, solenoid, starter motor.

My car won't start.Out 10 attempt to start the engine you gonna be lucky if the engine start. And take note that when the engine run, evryhing seems to be okay. No check engine light, no engine hesitation...

Sounds like a loose connection. Check your connections to the battery for a good clean connection, and that they are tightened down. You may also have a battery that's going bad- that happens after a while. The battery can not hold a sufficient charge to start the engine, as that takes a huge drain on the battery to turn the starter. Once the engine is running, the alternator is supplying the needed power, and the battery is just being charged (which wont help if it's bad).

Sometimes it will not start, like all the lights work batterys good but will not even turn over. It seems like you leave it sit for sometime and than it starts.

Possible that the battery connection smust be taken out , cleaned and set back . Make sure the connections to the starter is intact, when you start does the solenoid engage onthe starter motor if so does the engine turn over, If not the starter, the solenoid must be checked , cleaned and reset.

VW POLO 1.9CL Diesel 1997 wont start

hi from uk check the main lead from battery+positive to the starters solenoid is secure ? also there is a thin wire that also connects to solenoid on a terminal of its own this is the solenoid energizing wire that works starter when key start position is selected if all above is ok? then use a jump lead and connect one end to battery negative post then the other end of lead to a suitable earth point on engine ? then try starting? if it works/starts ? you have a bad earth connection to engine from battery negative lead check the earth lead connection at point on engine is clean/secure ? it usually is secured by bolt at point where engine and transmission connect ? hope this helps?

My 2005 Saab 93 Won't Start. Turns over clicks and Engine Light comes on. Battery seems fine.

The battey may seem fine , but it most likley is weak and needs to be charged , or replaced. The clicking you hear is the ign relay or solenoid not having the amperage to fully engage the starter to allow the starter to turn the flywheel and start the engine. Also really check you battery connections , make sure they are super clean and tight.

Engine won't crank or seem to get power on key turn.

More than likely, your starter has gone out. If the battery is fully charged and its not even turning over, that is what i would start with.
