Electrical? no speedometer no overdrive no third gear no wait to start light
Was running fine. turned off motor, 5 minutes later went to go start, no wait to start light, bypassed fuel shutdown and got running but still missing speedometer, overdrive, third gear, wait to start light (1996 dodge 3500 cummins turbo diesel 4x4)

I'm sorry to say you will not find an answer online for this. As a mechanic I would have to be there in person, and the problem would have to be happening for me to track down the cause. I will say I did not understand your statement about the gears behind the dash, what you described sounded like a wiring problem or something in one of the electrical components. If the check engine light or the ABS light came on while the engine was running, you could have trouble codes stored in the computer. So it may be worth a visit to a shop or auto parts store to get the computer scanned. The codes would give you a direction to look in.
I would go to the positive terminal on the battery anjd check for black hard build up on the post and inside the terminal. This is lead sulphate and cause a high resistance to any high current flow. Clean both with sand paper until shiny and refit and tension properly. Do the negative also as it will have build up but to a lesser degree. If the battery lead runs through a connection box Check for tight connections there also. As to towing most towers have a wheel rack that fits under the tyres and lifts them clear of the road so it can be taken to to a shop.
First, change your transmission fluid and filter while the engine and tranny are hot(to get out particles that may be jamming the overdrive gear)! Next, check to see if the overdrive motor is running when you flip it to overdrive. If not...change the overdrive motor.
This is a computer shifted transmission, if there is a problem with the electrical shift solenoids the system will set a code. Aamco does this code testing from free, I suggest you have them hook it up and see what shows up in the computers memory.
