Do you have any warning lights on the dashboard? This sounds like the vehicle has gone into 'Limp' mode. This is where the vehicle has gone into a Safe setting because the electronics has detected a fault listed as 'Serious'. I would suggest you get it plugged into a diagnostic system or an OBD2 scanner to check for trouble codes. Ask for prices at 4 or 5 garages as costs can be VERY different.

If you can get the Perspex face off the dash panel and you use a very fine paint brush you may be able to paint the pointers with a anti collision orange paint > this tends to reflect any light and would be visible with dash lights on. IF you cannot get to the pointers easily then a replacement dash unit may be the answer.
