My 1991 honda accord LX 5speed will not start all it do is make a clicking sound when you turn the key over. I have test the starter and battery and both are good. I have even changed the starter relay. What else should I do

Check the starter motor. Many times they go on there own with no sign, and having someone crank it while using something to tap it often helps it turn over.
sounds as if the bendix in the starter is bad, i would take the starter off and have it tested at an auto parts store before i started throwing a bunch of new parts on it
It could be the neutral safety switch,or the ignition switch,if it is a manual transmission,then it could be the clutch safety switch,on the clutch pedal.
Check the battery voltage and do a load test
Is the starter turning over the engine
Are you getting spark from the distributor as wel;las injector pulse
sounds like a bad battery or the battery cables are corroded where they hook up to the battery or loose. if it cranks for a couple seconds slow than clicks quickly there isnt enough voltage getting to the starter. not all new parts are good.
Try jumping it first and see if you can get it to turn over. If it does, that means it's probably the battery. If not, it means that it's most likely the starter. If the head is cracked and water leaked in to one of the cylinders, it's possible that you are "hydro - locked". That is, one of the cylindars is full of water, but that's unlikely. If the car won't even turn over, it's much more likely to be the batter, the starter, or a bad connection to the starter. If you hear the click, it means that the connection is probably OK.
