Hello. I think you have a faulty turn signal switch; the wiper/washer, low/high beam headlamp, windshield washer delay etc. circuits are all controlled by this switch. Good luck and keep me informed; if you want to.
Having windshield wiper/washer problems? Here are some more common problems.
Motor:
The wiper motor is commonly replaced and was often not the problem. Don't replace the motor yet. maybe it's not the motor. It could be a fuse or something at the wiper switch. The wiper motor has two windings, fast and slow. The wiper switch sends a ground signal to each motor winding. More often, there are problems with the relay, or at the wiper switch, or in the cable to the motor.
Windshield Washer:
Don't be too quick to replace the washer pump. The problem is often just a clog in the sprayer heads. You can clean out the sprayer holes with a needle, some have two holes, so look closely.
Fuse F2.16 30 amp . location inside the vehicle fuse panel . Also use's two relay's , wiper - run/park relay & high/low relay - location under hood fuse box . K-140 & K- 316 . The wiper / washer switch is an input to the GEM module , generic electronic module . The GEM module energizes the the relay's to turn on the wipers .
Check that there is not a blown fuse to the wiper motors, and check the cabling further to see why there is no wiper activity. The circuit for the wind shield washer pump is separate.
when the wipers are off make sure the driver and passenger wipers are at same level on windshield you can adjust them so they don't go off the edge or hit the bottom. if they are hitting off the edge and hitting the bottom as well you need to check the linkage since it may be worn out.
check your ground conections under the dash first. and if they look ok take them apart and clean them anyway, and if the problem is still not fixed look for what all of these systems have in common. i would suspect the grounds though its common on vw problems.
