If its a new starter check and see that the wires are hooked up right, could be time for a new starter, or starter relay on the fender well, or the ignition switch is bad.
clean the battery posts the starter connections and the starter relay, replace the starter relay and problem should go away, it is located on the firewall passenger side connects to battery and then to starter and one wire goes to the key switch. Try this and I bet your troubles are over.
Check for the Gounding Lug on the engine Block being loose or dirty,most Fords have a central location for all their Gounds to be going to. Also Check that Fuse pael has not come loose and seperated as they are bolted together
