Sounds like your motor is broken. I am assuming you are talking about electric windows. It could be the cables are broke or binding but if the cables were broke then usually the window would fall down to it's resting position.
I have an '03 buick regal and I've had window regulator problems, as many other buick owners have. After the third regulator breaking, and close inspection of broken pieces, every regulator failed and broke in the same identical spot. The weak part is on the regulator guide where the end cables connect in a plastic "housing". On my latest replacement regulator, before installing I made a small re-inforcement piece out of aluminum to back up the weak plastic piece. I've had no problems or breakage since. So I also took apart the other 3 window regulators and upgraded them before they broke...again.
3.8 engine I assume? If so it is on the left side of the block on the bottom, being that the motor is sitting sideways in your car it will be right in the front on the lower part of the motor
standing at the front of the car there is a metal line that comes off the intake manifold going toward the driver side. follow the line down the transmission and it connects directly to the modulator.
It sounds like the rear window problem is the regulator which is cable driven and the motor attaches too. check and see if your cable is binding up or if the wheels on the track are broken. the front window could be a bad switch or the module you need to test and see if you have power to the front window motor. if you do have power it could also possibly be the motor try to jump power and see if it goes up or down if it does then the motor is good.
