It happened to our 99 too, turned out to be inside the steering wheel. a coil that Chrysler recalled. It was a free repair at a dealership

On the chrysler town and country the air bag light on nothing on the steering wheel works is a bad clock spring in the steering wheel they have a recall on the clock spring call a chrysler dealership

I already did but no blown fuses...I was thinking maybe one of the relays was bad?
the airbag light stays on, the horn will not work and my cruise will not work. fuses are ok. everything worked fine when purchased 3 months ago. only thing repaired was my serpentine belt. it came off twice so i had the tension reset.
