Check the fuse for that gauge cluster. Its also possible that its a loose connection which I have had a problem with on my 96 caravan.

Check for a blown fuse under the dash. It will be marked gauges or instruments.

What would cause just the speedometer and odometer to not work?

If the odometer is analogue then it could be a broken speedo cable!

I cannot read if there is any fuel in the tank, how do i repair and also can you quote me how much would anyone typically pay to fix this problem. also my speedometer does not work either but all the lights...

There are a few issues the gage not working could be, a bad fuel sender, a bad gage or a sort in the wires.

The speedometer is most likely a bad cable at 1 end or the other or the gear at the transmission. Or the speedo cluster itself is stripped.
