In most cases it will be a fuse( check fuse panel and shops read head lamps, pull out and see if burnt out and replace) or it will be the head light switch it self.

you probably dont need all that chek on the stering wheel sometimes they have a fuse in there see if yours has that trust me if yours have that fuse that might be the problem.
