Probably a vacuum leak at the intake manifold,or an o-ring at one of the injectors. if you spray carb cleaner around the sealing edge of the manifold and at the injectors and the idle changes ,you found the leak. The plactic intakes are prone to this problem.
1994 Cutlass Ciera has the fuel pump located in the fuel tank. 1996 and later units could be removed via removing the back seat and an access cover but your year requires the tank be removed to replace the fuel pump.
