Sounds like you have a direct short in your starter, if you remove the starter you can take it to any Napa or auto parts store to have it bench checked, be sure and disconnect the battery cables first , and call ahead to your local parts store to see if they can do it,, Most do this for free, so check around

sounds as if you have a power shortage in the van. first establish what fuse keeps blowing this will help in narrowing down the short.once short is located check all connections ,wires,and plugs.

I believe you mean a 40 amp fuse? Wow! that's a dead short somewhere on a large wire. Could be difficult, or hopefully easy to find. There's always the smoke test option: Solder a jumper wire across the top of the fuse, making the circuit essentially un-fused and look for the smoke. Not the best method, but quick. Warning: if you do this, depending on where the short is, you could melt down the wire harness or possibly start a fire. Try this at your own risk! IT'S A "LAST RESORT" THING, WHEN YOU'VE TRIED EVERYTHING ELSE AND FAILED! Good luck.

make sure of two things one is any wires touching at the starter to ground or melted and or is the starter drawing too much amperage causing the fuse to blow.starter may have a dead short in it.
