Could be the brake switch, or the shift lock solenoid. Both components would need to be tested. And you may be able to shift out of park if you try before you turn the key switch to the on position.
There must be a hydraulic fluid leak somewhere. Check to see if there is oil filler cap on your hydraulic pump located in the trunk compartment. Fill if necessary with just enough fluid to raise the top. The reason it won't go up is cause it is lacking pressure from the low fluid
First thing I would check is all of your vacuum lines. I had same problem and turned out there was a split in one of my vacuum lines. Once I repaired it, it worked perfectly again. thanks, Lee
