Question about 1999 Volkswagen Beetle
The light works on the same fuse as on the other brake lights if they work it can be the light is faulty or the wiring is damaged.hope this helps

The high mount brake light on my used 99 Beetle didn't work when I got it, either. I had to disassemble the whole thing and resolder the electrical contact back onto the circuit board then glue the cover back on - it was already cracked when I first took the assembly off the car, otherwise I wouldn't have been able to even get to the circuit board.
So unless you're handy with disassembling glued plastic components and repairing broken solder joints, you'd be well advised just to replace the whole unit. After checking to be sure it's getting power and still not working, of course.
