Question about 1988 Chevrolet S-10
Try turning the wiper switch on and pressing on the circiut board [ black plastic panel ] of the wiper motor. If it starts to work, the brushes may be worn and are part of the board [ very common on older vehicles ]. The board is easy to replace [ 3 screws ] and avialble at most autoparts stores or a GM dealer.

you hear any kind of noise when you starter the wiper function. If yes then
fuse is ok, but issue is wiper motor.
