Normally, if it is a spring that just pulls back the cable of the carburator, then try to look at the end of the cable and look for small holes where the spring could be attached and then pull the cable and on the opposite direction of the pull, look for another hole on the stationary parts of the carb where you think the spring could be attached.
then test the lawn mower for its proper operation.

Get yourself some rolls of wire and a box of connectors, a pair of wire strippers and a wire end crimping tool, and replace each wire ONE at a time. Your only other option is to take the breather that you removed from the carb to put the gas in, and go find another car that it will fit. Drive that one.
You need to check a few things. The spark first, you need to check if it is running correctly, does it have spark, by doing this: take out the spark, put it against a metal surface and pull the pull start if it spark, your good if not you need a new spark plug. Clean out your airfiilter it migth help too. Buy some carb and choke cleaner squirt it up theough the airfilter hole, and start the engine, this will clen the carb. yOU MIGHT NEED TO TAKE OUT THE CARB AND CLENA I OUT THROUGHOULY!!! Try that and it whould work after all these steps!
