If you have the original manual it should tell you which fuse is for brake lights. It should also be on the inside cove of the fuse box cover.Sometime you may also have a fuse box under the hood.

Tail lites no working at times not a fuse or a bulb

check the brake switch down on the brake pedal bracket for operation, or check the light switch for good connection, I dont know if you are talking about brake lights or rear marker lights

You need to test the brake light switch under dash and above brake pedal to see if it is sending power. Hope this helps

1989 Toyota Camry. No brake lights.

It could be the relay, which is a yellow box located under the carpeting in the trunk on the left side. It is a problem common to your model. Also, check the brake switch's (behind the brake pedal) functionality (12V present with key at ACC or ON and continuity between wires when button engaged).

i hope this helps

Very common problem in Camry's.The wiring harness to the trunk running down the driver side hinge become pinched and or flexed so much they break.

Auto light shut off is a relay that is basically a timer.

Lights

The taillamp bulb and the brake lamp bulb are the same bulb. The brake part of the bulb has its own filament, as does the taillamp side. The brake filament is brighter than the tail-lamp filament.
What you have is "1/2" of the bulb is burned out.
Go out and buy a # 1157 bulb, and replace the right rear bulb. This will fix your issue.
Glad to help, and thanks for choosing FixYa.
