I doubt it's s relay. I'd be more inclined to check the clockspring assembly in the column.

don't forget the massive issue dodge has with mid and high end equiped dakota durango and ram all you listed that is malfunctioning are in some way controlled by ctm or body controller, also on early models they had to reroute a wiring harness because it was being chaft by the pedals.

1999 DODGE CARAVAN directionals hazzards and ac/heater fan are all inop at the same time?? winshields wipers work..horn works..and the ac appears to work but unable to push out any cold air..

The first thing to check would be the fuses, this problem may be related or maybe not, so check fuses, make sure to test fuses under the hood in the engine compartment.

My 2008 dodge caravans horn and winshield wipers are going off by themselves and they wont stop

You need a new body control module. It is a computer that controls the parts of the car such as intermittent wipers and alarm.
It is a couple of hundred dollars.
It would be best to have the dealer replace it but it will be a few hundred to get it done.

Fuse blows on wiper when i start my 1999 dodge ram pickup

Hi my name is Allen!

When the fuse for the wipers keeps blowing, that means either the motor has a dead short within it and must be replaced, or the wiring going to the motor is damaged and shorting out on the vehicle body somewhere and must be repaired.

Here is how you check it; replace the blown fuse, unplug the connector from the wiper motor, then turn the key on if the fuse does not blow then you need to check the wiring to the motor if the wiring is not damaged anywhere replace the wiper motor.
