Its wind shield wipers and its blowing the fuses because the motor might be shorting out on you and causing it to over heat and blow the fuse. The motor might need replaced but also you can check the wires connections with a multimeter.

check if the base of the wiper arm is rotating free and check if all the elbows are connected. sometimes, an elbow could get disconnected because a loose bolt or something like that.

2001 avalon winshield wiper motor location and wiper regular location . Wipers dont work all the time after last freeze here

check the fuses under the dash and under the hood

failing that go to auto zone they can show you the location and quote the parts price too
remem ber to turn on wipers and turn on ignition dont start the car look under hood listen for winding noise locate noise locate wiper motor

if making wiring noise remove and re conect wiper arms inside as they are prone to poping off if over loaded like when frozen to wind screen they pop the conector rather than burn the motor out ]

Windshield wipers are broken.

Wiper motor rarely goes bad, and a second one going bad as well is extremely rare. What will burn out a motor is very high resistance to movement from the wiper assembly. Do the following: Take out the wiper motor, and move the wipers by hand to see if they are hard to move, or if the arms (rod mechanism) are rubbing against anything. Do this with the blades in normal position, resting against the windshield. Pour water unto windshield while testing it, to avoid scratches. One telltale sign for this condition, is the wipers going too slow before complete stoppage. Either that, or an electrical connection leading to the wiper motor, for that simply check that there is electricity in the wiper motor connector when wipers are activated.

How to remove wiper arms from a 2002 Saab 95

The way that I do it is to purchase a ball joint removal tool (looks like a big tuning fork) (about $10) and then put this under the wiper arm with card board underneath. Be careful of the wind screen. Hit with rubber mallet after taking nut off. Should work.

SAAB 900 '96.

It may not be the wipers. If a manual, the reverse light switch is on the same circuit. These switches can fail and create a dead short to ground. To test, put in a new fuse with the car off and in neutral. Start the car and turn on the wipers. If they work, shift into reverse and see if the wipers stop. If they do, you need to replace the switch which is very accessibly located on the top of the transmission bell housing beneath the main fuse box. The fuse box can be moved aside by removing the nut between it and the fender, and prying the clip up that is on the drip rail lip beneath the weather stripping that runs under the back edge of the hood. Once you have moved the fuse box out of the way, you can see the little switch sitting on top of the tran bell housing. Unplug the connector and use a 13mm (if I remember correctly) open wrench to remove it and replace with a new one.
