This is one of those Yes/No answers. VW did use the same engines and transmissions in different models but there would have been slight differences depending on the model it was in. Your better off finding a transmission for a 2013 Passat. *Note* I am not 100% sure but the beetle transmissions might be usable.
This means that your vehicle requires service. Something is wrong. You can take it to Autozone and they will put it on their diagnostic machine for free. And tell you what is wrong. On my Audi A4, and my friend's Passat, it's under the hood. If the Jetta is the same, yours will be there too. Open the hood, and look under the cowl grilles (the panels beneath the windshield wipers), on the passenger side. There's a panel there held with a bolt. Loosen that bolt, and remove the piece, and you should be able to pull the filter out.
All you have to do is take the cover off in between the hood and the windshield(not fun), then use a metric socket set(just make sure you have 8-18 cant remember which it is) pop out the motor on put the new one in. There are no Special tools, it's just time consuming. Probably about an hour and a half. Check the price on the wiper motor through NAPA online be sure you bring the VIN#
