Sounds like a problem with a relay in the lighting, try setting your E-brake as some vehicles with auto-lights have a parking brake switch that deactivates the auto lighting.

just a thought

1999 Olds Aroura headlights go out periodically. I pull the highbeams on and they light as long as I keep tension on the lever. Lights go back on after tinkering around with the fog light button.

may be the fog lights are the problem if moving that switch makes it work. If you have fog lights wired through the head light relay then the over load system is cutting in the same as if you had a short. For maximum benefit from the use of fog lights they should only be used on their own and never in conjunction with other lights (road authority legal requirement) . They should be mounted as low down as possible and their intended design is to shine under the fog cloud ( in the free fog zone -fog is always about 12 inches clear of the ground) and not be refracted back by the fog. If other lights are on at the same time all you see is a white blankness.

Car will run after key is turned off, but light switch is on, no rear tail lights

If your car still continues to run after turning it off, this is most likely a ignition issue. I would first try another key, if you have a back up. Otherwise you will have to replace iginition or look for wire short from that through wiring harness. Mike

99 gmc denali dash light, parking lights, tail lights, and dash light dont work. Interior lights, brake lights, blinkers, headlights work Turning on the headlight switch blows number 15 drl-fog fuse...

You have a short to ground somewhere in the drl-fog lamp circuit. Check for obvious wiring connector or wiring to drl & fog lamps. check wiring for pinched or broken wires coming from sockets. If you don't find problem, you can trace wiring from lamps to main harnesses and hopefully find source of short.
hope this helps.
