What is the question?
If the trans works okey & the fluid is clean,
you keep driving it

While the whine may indicate a problem, your
not going to pull it just for the practice, then what,
rebuilt it,prematurely

I don't see where the horn is something we can address

You have to unplug it & put 12 volts to it,to see if it works

If it does check the horn button out

Airbag light flashing, horn not working, trans show code P1777

You need to take your car to a dealer to fix this issue, since it might be related to either a short or step motor not working correctly.

Hi my grand voyager se 3.3 has lost it's mind. my cruise and horn dosen't work. The abs and airbag light is on. When it warms up the transmission will not change gears. I have changed the output speed...

I'd check those issues one at a time. Note the horn wiring diagram. I got the horn diagram because it is simple. The fuse is hot all the time, not only check the fuse, use a test light and check voltage at the horn fuse. The fuse and horn relay should be in power distribution center under the hood. If you pull relay and use jumper wire between terminals 30 and 87, with terminal 30 hot all the time, the horn should sound, If it does, problem is on control side of horn relay, left side, has to have voltage and ground. Top wire is voltage, bottom wire is ground. The wiring in steering column--clockspring--horn switch are all part of ground for the control side of relay. If the steering wheel has an airbag, have to disable and be careful with it when testing horn wiring circuits in the steering column.
Granted, your other problems maybe more involved? Check for applicable trouble codes

P1698 = DRB display of: No CCD Messages from the TCM (Transmission Control Module) = No messages received from the TCM.
Basically the Transmission is not sending information or enough information to your Power Control Module. P0171 = DRB display of: Right Rear/or just Fuel System Lean (not enough) = A lean air/fuel mixture has been indicated by an abnormally rich connection factor. Either too much Air or not enough Fuel.
On the Transmission issue:
1. Check the Transmission Control Relay in the IPM (fuse box under the hood). On the cover should be the identification of where each relay is. This Relay may be bad. Does your Horn work? The Horn Relay and Transmision Control Relays should be the same. Change the Horn Relay and the Transmission Control Relay. Try your Horn now. Not working? The Relay is bad. If this is not the problem GO TO #2.
2. Check your Transmision Fluid ...Level?
3. When was the last time the fluid and filter were changed?.
4. Check the connection of the wiring harness to the Transmission Solenoid. Loosen the bolt (believe it is 8mm) holding down the wiring harness to the solenoid and pull up/off the connection. Check the wiring for connections, corrosion, pitting or burn marks.
On the Fuel Issue: there are many possibilities. Some are:
1. What gas was put in last? Using old gas (from a gas can) can cause this.
2. When was the last fuel filter changed?
3. When were the Fuel Injectors tested?

Fuse Box Diagram

Pull all the fuses one at a time to check for a blown one to get the interior light working. If all the fuses are good move on to the light bulb itself to see if maybe it is burned out.
The speedo cable end at the transmission goes into a gear, if the gear is damaged or the cable is improperly installed the speedo will not work.
