I have some good news and some bad news.

The good news: This model car is great - I have a used one and after fixing the "electrical issues", it drives like a dream at 296,000KM.
Now for the bad news - well if you are patient and handy, you can fix this issue yourself. If not, take it to a shop after printing this answer and the link with the link, and they will charge you appropriately. I took my time and had to dry the car and it took me 4 days.

The problem is that the CCM and the wiring for the vehicle electrics is located under the carpet of the drivers seat and foot area - great planning (sarcasm) as this controls all of the electrics in the vehicle.

The CCM is in a plastic box and mine was undamaged, check yours. There is also a box under the seat which is a side impact detector for the side airbags (mine was disintegrated by salt and corrosion - airbag light in dash). The wiring is wrapped in tape (fabric tape) and can get corroded and damaged - check this wiring, all of it at many locations (especially the joints). Fix everything which is corroded and with some patience you will also learn how the electrics are controlled in the car.

Oh yeah - get yourself a Haynes manual or something - it will help when tearing apart the interior ;)

Good luck and have fun (well don't swear to much in front of the kids)

1999 volkswagen bora 1.4 petrol ,central locking will not work at all with key on drivers side but locks all doors including drivers door from passengers side

My 1998 passat does the same the other way around.Does the courtesey light on the bottom of the door work?, if not then it's a brown wire going to the courtesey light(the thicker of the 2) that has a break somewhere.I ran a short test lead(earthed to the body if i remember) to this direct and everything worked like new but the light would remain lit all the time with the door closed. These wires are all interlinked with the windows/central locking/door switch/courtesey light and forced door entry(not breaking of glass). The lazy way is to run a link like i did and remoe the bulb but get a auto electrician to advise you first.

15 amp fuse blows as soon as it's fitted!

Pinched, worn, or otherwise damaged wire somewhere. You will need to investigate further to find the problem.
Get a continuity tester and check for continuity to ground with each wire.
I would suspect a door wire before the dome light wire.
Good Luck
