sometimes you will have to try to push buttons few times to get it shifted.
Try 5-10 times button push from 4H to 4L to 4A to 2W till it finally shifted out of neutral. But if its not getting to 2wd then can be possible that motor not fitted exactly. The gear is getting stuck somewhere.
put the transmission in neutral and listen for the Transfer case encoder motor to work when you push the button on the dash for 4wd hi then to 2wd. If you do not hear it working, inspect the wire harness at the encoder motor to make sure its not damaged while fitting.
    ------------
If the light keeps flashing after this then disconnect the battery for 30 minutes for a TCCM reset, just make sure you turn off your radio first.
Still not working, if possible that need to replace the Transfer Case Control Module (TCCM) (Part Number: 12577412 ).---------
    this should help.thanks.Helpmech.

2009 Colorado 4x4 38000 miles. 4H wont engage, light wont stop flashing. Replaced the Actuator but still the same problem.

I am sure you already know this but will mention it anyway just for others that read your question. On all of my trucks you can not shift in or out of 4wd low unless transmission (not transfer case) is in neutral and vehicle pretty much stopped. The transfer case for 4wd low is geared so different that system will not change back out of low (or fully into low) unless trans control is telling computer that it is in neutral.

I have tried engaging my 4 wheel drive multiple times according to owners manual specs, and the button blinks but won't go solid which would mean it has engaged.

If it has worked in the past, the actuator may have failed. Check all fuses first. How many miles on truck? Actuator can be replaced fairly easily I believe, but rather pricey. Have you tried engaging while in neutral as well as in park?

4 wheel drive on 2007 4 Runner will not engage

There are several actuators on a 4thGen 4Runner. They are expensive to replace. The 4WD high and low and difflock MUST be exercised or the actuators will get gummed up and not operate. A good rule is to run the 4WD (all modes) for a while every month.
If they fail, they have to be replaced. The front actuator at a dealership may cost $700 to $800. The actuator on the transfer case that switches it to 4-Low could be as much as $2500 as the whole transfer case has to be taken out and rebuilt.
I *strongly* suggest having this done by a mechanic that knows what they're doing with 4Runers.
You've probably already found this out.

Something is wrong with the 4WD. Will engage in neutral to 4WD Lo which means the vaccum is probably working but 4WD Hi will not engage. I have tried resetting the control module as described in the owners...

what you are most likely feeling is in 4lo the transfer case drops the gear ratio and 4hi just locks the front differential in. do you know if the front axle is locking in in 4lo? i suspect you have a vacuum issue to the front actuator and this is why. there is a vacuum switch on top of transfer case that will stick and cause problems and sometimes the vacuum lines will pop off of this switch.check and see if you are getting vacuum to the actuator if not follow lines be sure one is not broken if you are then actuator is bad

I have a 97 chevy tahoe and the 4x4 wont lock in i just replaced the actuator and it just blinks on 4x4 . i do have 12 volts @ the harness to????

Your transfer case could be locked up. Try pulling the shifter motor (servo) off of the transfer case and manually shifting the vehicle into 4x4. Make sure to block the wheels as it will roll if you shift into neutral. If you cant shift it, you need to have a professional look at the insides of your transfer case.
