Hi yeah sounds like you have bumped them out of calibration, sometimes when you move them back to normal position they will come right but other times you have to pull it out and get it recalibrated at an auto shop. Best bet would be get a quote for recalibration then a quote for a new speedo cluster from a parts dealer as that can be cheaper sometimes

My 1998 forester temp gauge is running hot (needle is completly off the gauge) All fluids seem to be fine but heater seems to cool down a bit as soon as I pull over on the highway

Dont over heat the engine to the point that it causes damage to the engine like blow a head gasket or worse warp a head. If the radiator is full and car is overheating start with replacing the thermostat ( it's a valve that regulates water flow through the engine if it goes bad water does not circulate through engine to cool it off.

98 Subaru leaking oil

Oil leak will not change run temp but can cause a fire.
The smoke is the oil burning on the engine. The 1st thing you need to do is clean the oil off the engine.
Next top oil off to the full line on the dip stick. Now start the engine hold idle up to around 1600 rpm for 1 to 2 minutes keep engine run and look for the oil leak. Don't get caught in any moving parts and things will be hot so be careful. Most likely from your valve cover.

Fuel gauge/temp gauge not working

There are two sensors, one for ECU temp. readings with two pin connector and other one with only one wire, which has been probably disconnected when you replaced the CPC solenoid - very close position.
