I just bought a '98 honda civic ex and needed to have an emission test. When i took vehicle in it was rejected and not tested "the obdii system in not ready - *drive cycle." I had taken in shop 2 weaks priorto this to have the window fixed - it was not shutting to top so they may have disconnected battery. The attendant said if i drove 150 miles it should be fine. Well i had put on at 350 miles just driving to and from work. any suggestions i can do to get this car tested? My temp registration expires in 7 days. Thanks, Jenny

Is your check engine light on? if not you can bring it back in to see if the monitors are ready yet, the only thing you can do is drive it until its ready or the CEL comes on good luck and please rate -jeff

The check engine light (yellow light) comes only when the computer control unit (called the PCM) senses a fault in the electronic controls of the engine and/or the emission system u will seldom feel the car engine run any different, there are about 200 possible faults that turn the light on, to know what has developed a problem you must have the system tested, this is called an OBD2 fault code test, Kragen and Autozone parts stores do this testing for free.
The 96-98 Civic EX came with an OBD2A D16Y8 engine. That is the only engine that will go in as a direct replacement with your current engine ECU. It's an SOHC VTEC engine that has two extra connections not found on the other 96-98 Civic engines - a VTEC solenoid and a special oil sensor used to determine if VTEC engagement is possible. If you swap in an older Civic engine (92-95 generation) you'll have to convert the car to OBD1 (requires a special adapter hardness) and run the ECU that goes with whatever engine you use. This will break functionality of your OBD2 diagnostics port, and depending on which state you live in will cause you to fail emissions checks. If you install a D16Y8 engine from a 99-00 Civic EX, you will have to swap the intake and exhaust manifolds from your old engine to the new engine, and you will be able to continue to run your existing OBD2A wiring and ECU. The 99-00 Civic EX engines have additional sensors, since those engines are OBD2B. The easiest fix would be to find a SOHC VTEC D16Y8 from a 96-98 Civic EX, as it would be a direct plug and play replacement.
You don't say what state you are in and what the requirements. The early 90s Honda Civics frequently are high on emissions under certain circumstances depending on how the test is run. If you are in a state that allows you to get a waiver with a certain amount of repair - that would be the recommended way to go. A lot of times the amount required is enough to detect the problem, but if not it is basically the cost of keeping the car. I am in Washington State and my 91 Honda Civic runs great and gets 38 mpg but fails the test. I have a new O2 sensor, catalytic converter and distributor and fail. I pay $150 for repairs / waiver every 2 years - and I am an ASE Certified Master Tech. I figure $75 a year saves me a car payment.
The emissions test may vary from one state to the next. For example in NY the 1990 model would not have to have an emissions test, which for newer vehicles is part of the Inspection.
The safety inspection includes:
front and rear brakes
parking brake for a manual tranny All lights on vehicle, turn signals, brake lights
Horn needs to work
Wipers need to work
Tires need to have adequate tread
Any cracks in glass (windshield) need to be within safety limits
on older vehicles, mechanic may also look at steering linkage, brake lines for severe corrosion.
And basically any malfunction or damage to the vehicle that would place it in an unsafe condition. That could anything from a bumper that's ready to fall off to a gas leak at the gas tank.
The remotes 'die' after a few years of use. I have a 98 EX and am currently on the third remote. However, before you go and locate a new one, you need to know that part of programming the new remote requires the original sound system which has a button that has to be pressed and held to cycle the new remote so it will work with the door locks.
