SOURCE: rear flat tire on toyota
This may sound offbeat, but you may have to kick the heck out of it to get it off the car. Heat can sometimes seize a wheel to the hub, especially combined with exposure to the elements. Or you can hit the tire using a small sledgehammer. Put a piece of 2x4 against the tire (NOT the wheel) and hit that with the hammer. Hit it at different points around the tire and eventually it'll come off.

I just replaced my left rear brake light on my 2005 Sienna. I followed the manual directions and removed the two metal bolts from the tail light cover. However the assembly did not come off. I could open it a little and it appeared to be bolted from the inside. I looked online but didn't find an answer. I had already gotten pulled over and I didn't want to go to the dealer so I pulled on the assembly a little harder applying even pressure to the top and the bottom and it popped loose. I didn't yank it. There are two metal pegs that have a little lip on them and thats where you are getting the resistance. Hope this helps.

When you remove the instrument cluster, the back side will have a printed circuit board that the bulbs and bulbs holders twist into.
When you receive advice from this website you have to understand that without the item in front of us, we are only able to provide "a best guess" as to what the problem might be based on you description of the defect. If you haven't described a clear and precise description of the defect you decrease the chances of an accurate reply. Thank you.

have you checked the earthing continuity-if it's this other bulbs may also partly light when brakes used
Check continuity of live from center to lh & rh lights and/or is there a live at those lights
