Question about 2002 Chevrolet Monte Carlo
Hi, the likely problem is the dimmer switch. Unfortunately, yours seems to be integrated into the multi-function wand. That is a very expensive part. It may be possible to repair the switch. If you would like instructions for removing and troubleshooting the multi-function wand, please let me know. I'm not sure I can tell you how to repair it, as I would have to look at it.

Day time running lights run low voltage to the high beam bulbs so it sounds to me like you need two new bulbs or you need to check the fuses and see if any need replaceing.

If the test light shows that there is power and ground to the connector for the headlamp bulb, the ONLY possible fix for your problem is to replace the bulbs. It is not uncommon for both sides to burn out at approximately the same time. Many times, one headlamp burns out and the driver does not even notice until several days later when the second light burns out. If one bulb has 1500 hours on it, chances are that the other bulb also has 1500 hours on it. This will cause BOTH to burn out at about the same time.
