Question about 1989 Buick Century
It sounds like you have either no engine oil, a massive vaccum line leak, or the harmonic balancer is gone on you're engine. Check you're Engine Oil to make sure it is at it's proper level, start the vehicle and listen for a hissing noise with the hood up for the vaccum leak and finally take you're vehicle to a mechanic to check you're harmonic balancer. if you are still having issues please feel free to e-mail me directly at email@example.com
