First thing to do from a repair perspective is to hook up a scan tool to the OBD2 port.Go into the real time data stream and see if the vehicle computer is seeing a vehicle speed signal.If the computer is not seeing a speed signal,then it is likely a malfunctioning speed sensor on the transmission,and will have stored trouble codes with numbers and definitions.If the vehicle computer IS seeing a speed signal from the trans,then the speedometer gauge in the dash is malfunctioning.Either way,the vehicle computer has to be accessed with a scan tool,or code reader.Every diagnostic trouble code,has a diagnostic route.The diagnostic route is available through pay sources like All Data online.

It is because the speedometer is run off the wheel/ speed sensors. threw the ABS module. Which in turn sends the signal to the ecm, that runs all the other sensors and actuators. When the ECM doesn't sense any speed it thinks the vehicle is stopped, or in park. So it runs the engine a certain way. I had a 200 windstar and worked on several others that the exciter ring on the cv axles split. This caused an intermittant speedometer lose. I pushed the exciter ring back in place and spot welded in a couple of places and never had any problems afterwards. If this is your problem , you don't have to worry about the gap in the ring, when you get it back on.
replacing the speedometer cable will not fix your problem , your problem is the dash gauge it self on the windstar there is a magnet inside a small metal dish that controls the speedometer when the magnet fails it begins to catch the metal dish randomly , ... witch makes the speedometer go crazy
The tachometer acts as the trigger for auto shifting the gears. Since the speedometer has conked out, it will assume your car speed to be in that range and therefore not shifting up as usual. Replace the speedometer and after doing that check the response on their computerized diagnostics to check the correct response is read by the chip which triggers the gear change.........................sodeep
Replace your speed sensor. Your speedometer is controlled by a sensor in the transmission, and when it goes it can cause irregular shift patterns, check engine light, abs light, ect. It's a simple fix, but the part is kind of expensive, generally between $75.00 and $100.00.
