I have a hard time starting an 1988 Festiva..I have to crank and

Well it could be valves but it would run rough all the time if that were an issue.
Could be a problem with the choke or something else with the carb.
Is it difficult to start when the engine is warm and cold ?

1988 Dodge P/U with a 318. Getting fuel to carb but only when I try and start it, no fuel at all when I just turn the key to activate pump. Not a mechanic by no means but have been following diagrams and...

You mean throttle body?

If you cycle the key ,you should hear the
fuel pump (in tank) for 3 seconds, then it
will shut off

I assume that the filter is under 30,000 miles
or 4 years old

You will need a pressure gauge if you hear
the pump come on

If you have 40 lb at the fitting near the manifold
you unplug the vacuum hose at the pressure regulator

If it is good the pressure should go up some
about 60 lbs

You still could have a failing fuel pump
I would go with that if it is 21 years old

You will need to drop and drain the fuel tank...and probably change the fuel pump...especially if it is an electric fuel pump.

Cant get the fuel from the tank to the fuel pump

On your Festiva, if you have an automatic transmission the fuel pump is inside the fuel tank. If you have a manual transmission, the fuel pump in to the left of the carburetor on the top back side of the engine (and is a manual pump operated off of the engine cam). Depending upon which you have, you will want to obtain the correct one. You can disconnect the fuel line from the place it enters the carb or injector system and also at the tank and blow through it to make sure there are no obstructions. I'm sure you have checked that the fuel filters are not clogged? The auto tranny model has 2 filters (one in the tank and one under the hood), while the manual tranny model has just one under the hood. Remove it and blow through it too to make sure its clear. Through the process of elimination you can either find the blockage or simply replace the appropriate fuel pump. The correct fuel pressure should be 33.6 psi on the Festiva, so if you get it pumping a little, you should make sure that the pressure is adequate, because if its not, you will still need to replace the fuel pump anyways.

Ford fiesta 1.4 ZTECH SI P Reg. Engine almost cuts out on only left-hand corners. At the time the fuel was on red but is now on half-fule and it's still doing it but ok on right-hand bends and straights.

Hmmmm Sounds like your fuel pump as sucked up all the **** and residue out of your petrol tank, Try;

1) Using redex
2) Buying a new fuel pump
3) Buying a new petrol tank
4) Buy a new car?!

Kidding about the last one :P let me know how you get on.
