Does it get hotter than ususal, because your describing a plugged exhaust(catalytic), now that one possible problem the other is water in the fuel, The S 10 is very sensitive to water in the fuel, so to see if its the exhaust that plugged you will need to disconnect before the catalytic (which is illegal in emmision) and test the vehcile for any difference and go from there

Really sounds like a catalytic converter issue. Is there a check engine light on right now?

Engine won't go over 5-10 MPH

You need to take the car to the dealer, because you need to recalibrate the electric throttle body with a TECH 2 Scanner, because the system went into a Limp mode.
