No idea off hand but i would suspect that its the manual operated brain on this older model ,but check the vacumn pipe that goes to the gearbox and where it goes to the gearbox their is vacumn diaphragm assembly so check that this hasnt perished the rubber diaphragm by sucking on the pipe ,if it appears ok then seek the advice of a local mechanic with experiance of autoboxes

1991 dodge Dakota v8 automatic 4 wheel drive with over drive when taking off in drive I can hear the transmission shift twice. But IT won't shift up into high gear

Bad shift solenoid. Easy t replace but messy, You have to drop the transmission pan. There are 2 shift solenoids. The 2 that look the same. I would replace both of them. Pull them out slowly, there are pistons and springs behind them. You don't want to loose them.

there are pressure sensors inside your transmission which tell it when to shift and whether to shift up or down. i would bet it is has something to do with those. if you take it to a shop, its probably 150-200 to fix, but better than having to rebuild the transmission, which could be around 800. the shop can plug a reader in and drive it around the block and tell you if the sensors are out.

Won't shift out of 1st gear

You need to have the transmission computer scanned for codes. It is likely in limp mode because it has a bad speed sensor.
